Fourth District Councilman Curtis Jones is the sponsor of a billboard bill that will re-zone a narrow strip of land in Fairmount Park from "Parks and Open Space" to "Medium Industrial" to allow for the construction of a double-sided digital billboard in an area of West Park between Montgomery Drive and the Strawberry Mansion Bridge (Greenland Drive). The federal highway beautification act prohibits spot zoning to allow for billboards, and totally prohibits billboards within properties zoned for parks and open space.
