I am writing to ask you to sign on to the Dear Colleague letter authored by Rep. David Cicilline (D-RI) urging Transportation, Housing and Urban Development, and Related Agencies (THUD) Appropriations Subcommittee Chairman Price (D-NC) and Ranking Member Diaz-Balart (R-FL) to include at least $58 million to fund the Federal Highway Administration (FHWA) National Scenic Byways Program in the FY 2023 THUD Appropriations Bill. The National Scenic Byways Program is active in 52 states and territories (including Washington, DC, and Puerto Rico). Today there are 1,300 designated state, national, and tribal scenic byways, all of which would all be eligible for these funds. Byways serve as economic development investments and job creators by tying urban, rural, and suburban communities together for communities that need it the most. Scenic byways are stewarded by local stakeholder groups who volunteer countless hours in support of their byways, and byway grants are often combined with local public and private investment to provide an even greater return on federal funding. Dedicated funding was last made available to the program in 2012. The proposed $58 million in funding represents the amount, adjusted for inflation, from the last time funding was regularly authorized by Congress. It is a small investment in a program that brings large dividends to our communities around the nation. Please sign on to Rep. Cicilline’s letter urging Chairman Price and Ranking Member Diaz-Balart to include byways funding in the final FY 23 THUD Appropriations bill. By providing this dedicated funding, Congress will help facilitate the byways quickly contributing to economic development and job creation in our communities, especially at a time when our nation needs it the most.
